Silver Spring, MD, December 1, 2005 - Thomas & Herbert Consulting LLC (T&H), a leading provider of management and information technology
consulting services for the Government, announced today that it was appraised at Maturity Level 3 (ML3) of the Software Engineering Institute
(SEI) Capability Maturity Model Integration (CMMI) Model for both Systems Engineering and Software Engineering. The CMMI credential demonstrates
that T&H consistently uses a defined set of software and systems engineering processes that are tailored to and used on client projects in a
systematic, disciplined, and quantifiable manner. This enables T&H to deliver quality and results-oriented outcomes for T&H clients that are
currently focused on high priority initiatives such as business transformation and information sharing and collaboration.
T&H achieved CMMI Maturity Level 3 through a Standard CMMI Appraisal Method for Process Improvement (SCAMPI) led by Mr. Robert Pomietto,
a Software Engineering Institute (SEI)-authorized SCAMPI A/B/C Lead Appraiser from The Center for System Management, Inc. (CSM). The appraisal
team praised the T&H staff for its commitment to continuous process improvement. Also, the Lead Appraiser noted that by using THeXpeditor, T&H's
organizational set of standard processes, T&H is capable of providing more consistency in delivering quality products to their clients.
Karen J. Miller, T&H's General Counsel/Vice President of Finance and sponsor of the company's CMMI initiative, commented,

The SEI is a federally funded research and development center sponsored by the U.S. Department of Defense and operated by Carnegie Mellon
University. The SEI advances software engineering and related disciplines to ensure the development and operation of systems with predictable and
improved cost, schedule, and quality.
According to Carnegie Mellon's 2004 Software CMM® report, over 1500 organizations have reported a maturity level rating. Of that number,
an estimated eight percent of organizations are classified as Defense/Federal contractors that hold the CMMIŽ Level 3 rating. Moreover,
Federal research indicates that CMMI Level 2 organizations are four times as efficient and CMMI Level 3 organizations are seven times more
efficient in software engineering than Level 1 organizations. T&H is one of a small percentage of U.S. companies that has achieved this
very important milestone.
