The U.S. Department Of Housing And Urban Development (HUD) Selects Thomas & Herbert Consulting LLC (T&H) To Support An Array Of Consulting Requirements

Silver Spring, MD, October 18, 2004 - Thomas & Herbert Consulting LLC (T&H), a management consulting and information technology firm, announced today that it has been awarded six new contracts in excess of $20 million to provide a range of services for the U.S. Department of Housing and Urban Development (HUD).

The Office of the Chief Information Officer (OCIO) has engaged T&H via a four-year contract to provide end-to-end support in the development and implementation of HUD's Enterprise Architecture (EA). Under Chief Architect Richard Burk's direction, HUD's EA staff has created organizational awareness of EA principles, decision-framework, and business-driven benefits. The agency is building a foundation for current architecture management, and is actively developing and maturing EA products in support of HUD's business functions and processes. T&H will provide support to develop the target architecture, segment architectures, governance, communications planning, IT investment management, and ensure compliance with Section 508 and FISMA security requirements. A major objective is to leverage the EA for managing changes across HUD lines of business.

T&H will support the Multi-family Housing's On-Line Property Integrated Information Suite (OPIIS) initiative via a 5-year contract. OPIIS focuses on conducting Multi-family risk assessments to make program and related data available to HUD program managers to improve program performance, hold down costs, and increase the effectiveness with which HUD can maintain and increase the supply of affordable rental housing and health care facilities. T&H's support shall include business analysis, data mining, and business intelligence using tools such as MicroStrategy and ERwin.

The Office of Public and Indian Housing's Real Estate Assessment Center (REAC) has engaged T&H to support the Resident Assessment Subsystem (RASS), Physical Assessment Subsystem (PASS), and the Integrated Assessment Subsystem (NASS) task orders via T&H's 5-year REAC blanket purchase agreement (BPA). The REAC mission is to centralize the assessment of all HUD housing into a single, state-of-the-art organization. T&H shall employ sophisticated software and methodologies to analyze housing data, develop objective performance scores, and deliver assessment results to HUD program staff and others charged with preserving America's housing stock and improving the quality of HUD housing.

The HOPE VI Grant Program is designed to demolish obsolete and dilapidated public housing units and to rebuild viable, sustainable, mixed-income communities. There are 217 HOPE VI sites across the nation representing over $5.5 billion in investments by HUD. T&H has been awarded a two-year contract to continue managing and operating the HOPE VI Grants Management System and to deliver management and programmatic expertise to HOPE VI Headquarters, field staff and grantees. T&H's support provides HUD leadership with timely, comprehensive and accurate information on HOPE VI developments to enable effective monitoring and management of program performance.
