Choice Neighborhoods (CN) grants transform distressed neighborhoods and public and assisted projects into viable and sustainable mixed-income neighborhoods by linking housing improvements with appropriate services, schools, public assets, transportation, and access to jobs. A strong emphasis is placed on local community planning for access to high-quality educational opportunities, including early childhood education.
T&H developed and managed a process by which HOPE VI and Choice Neighborhoods (CN) grantees in partnership with Public Housing Authorities (PHAs) and various stakeholders undertake Mixed-Finance development and deliver performance data. This was accomplished in the design, development, and implementation of the HOPE VI and CN web-based information system used nationwide by PHAs and grantee organizations in their due diligence efforts. T&H also deployed a web-based closing system for real-time reporting and management forecasting. T&H supported HOPE VI and CN financial, business process, and data collection activities. We also provided business transformation solutions, have identified and provided a scalable security solution, and have implemented authentication and technology inserting services.
T&H routinely collected production and financial data, synthesized it, and produced information used to monitor nationwide grant utilization and productivity to enable better management. HUD senior management, the Government Accountability Office, the Office of Management and Budget and the US Congress frequently use T&H’s findings, reports, analysis, and technology to judge the progress of the HOPE VI program and to hold PHAs accountable to high fiscal, productivity, and community support service standards.
As a component of the business solution, T&H implemented a robust domain website package through an all-inclusive shared hosting plan and a dedicated database server to facilitate the HOPE VI and CN Grant Management System. HUD receives a complete range of web services for every need and every skill level at a competitive cost through this arrangement. T&H provides HUD with state-of-the-art operations and maximum accessibility at all times. This configuration offers HUD one of the largest breadth of connectivity on the web with its own global backbone and the strength of 9 leading carriers powering the website.
T&H created multiple curricula and deployed Learning Management System solutions while applying new and emerging technologies to establish web-based training accessible by all authorized PHA and HUD staff. These web-based and real-time “live instructor led” sessions have trained over 4,600 students in multiple locations over the past three years. We also conduct regular web-based training to instruct new grantees on HOPE VI requirements or retrain new staff from existing grantee sites. T&H has made all courses available over the web on an on-demand basis.
T&H also provides assistance to the HOPE VI office in the area of strategic planning. This includes the review of HOPE VI grantee’s revitalization plan submissions, analysis of programmatic viability, the appropriateness of construction costs, budgets and the application of mixed-finance principles, and professional services fees and agreements. We also review and evaluate procurement documents such as RFPs, RFQs, and contracts submitted by grantee PHAs for the procurement of development partners and professional assistance.
