PBV and Mod Rehab Administration

The T&H Team brings our strong background in providing Project-Based Voucher (PBV) and Moderate Rehabilitation (Mod Rehab) Programs having delivered full-service HCVP administration and consulting for two of the nation’s top 20 voucher programs—Chicago Housing Authority (CHA) and the Metropolitan Development and Housing Agency (MDHA).

The T&H Team provided services for 12,000 of the CHA’s 35,000 vouchers and managed two full-service satellite offices, which included the administration of the Family Self Sufficiency Program (FSS), the Housing Opportunity Program (HOP), and the Disaster Housing Assistance Program (DHAP/Katrina). T&H’s 60-person staff was organized into a front- and back-office operation, which incorporated quality assurance into each step of the process. Our two-tiered, back-office process, comprised of file integrity and data entry, is a unique component of our full-service voucher program administration.

At MDHA, the T&H team supported over 14,000 total vouchers in the Intake and Occupancy Departments. Our scalable and flexible staffing model was demonstrated successfully at MDHA as we qualified and fully staffed our MDHA project team within 30 days of contract award. Our team delivered comprehensive, back office HCVP services, including electronic records management in accordance with EIV, income verifications, eligibility determinations, and annual and interim re-certifications.
