Program Management, Business Case, and Economic Analysis
T&H delivers services in the area of program management, budget execution, business policies,
processes and standards development, and business case/economic analysis. T&H uses process improvement, change
management, and financial management methodologies and tools to ensure the highest quality services and
deliverables.
Our program management support services include:
- Developing performance-based initiatives for defined client tasks. The tasks are described in
performance-based terms culminating in a Performance Work Statement (PWS) accompanied by supporting work
history under the task order, a proposed Quality Assurance Surveillance Plan (QASP), and measurable performance
metrics.
- Providing fielding management support to include monitoring fielding activities and resolution of fielding issues.
- Providing technical and analytical support necessary to establish and monitor equipment installation and
procurement schedules, and to ensure adherence to customer scheduled deadlines.
- Evaluating trends and forecast projections, for schedule efficiency, and notifying client personnel well
in advance of potential negative program impacts.
- Performing activities scheduling, coordination, and attending critical fielding events to resolve
delivery and fielding schedules, acceptance issues, and other fielding matters.
- Coordinating and synchronizing fielding activities, tracking costs, ordering equipment through
Government sources of supply, and coordinating equipment installation schedules.
- Assisting in the preparation and submission of Program Objective Memorandum (POM), Biennial Budget
Estimates and funded excursion and spend plans, and various financial and spend analyses to include the
maintenance of Unfunded Requirements (UFRs).
Our business case and economic analysis services include:
Business Cost Estimating - T&H possesses various cost estimation and modeling
capabilities, tools, and techniques, such as Activity Based Costing and Management (ABC/M), financial
modeling, and the development of Cost Element Structures (CES), and Cost Element Relationships (CER). We also
perform sophisticated "what-if" and "trade-off" analyses, and produce client-specific cost documentation.
Financial Management - T&H has proven financial management expertise that
supports our clients in tracking their organization's financial assets. We have extensive experience in
supporting the planning, programming, budgeting, and execution system (PPBES) activities. This includes the
Program Objective Memorandum (POM) and Budget Execution Submission. T&H integrates the PPBES process into our financial
management framework, which yields a defensible, marketable, requirements-driven product.
Funds Close-out - The close-out activity encompasses verifying that account books
and records and other supporting financial data are complete and up-to-date in accordance with client deadlines.
We ensure that all funds are released and appropriations are expired, and that all accounts are issued to operating
agencies as required.
