Case Studies: HUD Enterprise Architecture

Project Description
OMB Circular A-130 (November 2000) issued under the authority of the ITMRA, Paperwork Reduction Act, GPRA and other legislation establishes policy for the management of federal information resources of all agencies of the executive branch of the federal government. It specifically orders that agencies must document and submit enterprise architectures to the Office of Management and Budget (OMB).

In response to this requirement, the U.S. Department of Housing and Urban Development (HUD) has entrusted T&H with the development and delivery of HUD's Enterprise Architecture (EA) program. Working directly with HUD's chief architect, T&H, Booz Allen, and several other companies partnered to assist HUD in enterprise level modernization. T&H's EA delivery has directly resulted in the HUD's EA practice being cited as number one in the Federal Civil Government by the annual OMB maturity assessment.

Contribution and Relevance
T&H provides expertise and supports the development of HUD enterprise-wide business modeling, workflows, enterprise strategy, technology leverage, and transition. T&H was engaged to develop and support the HUD IT Strategic Plan, including the development of a target enterprise architecture and EA transition plan, an IT investment management plan, and analysis of the strategic portfolio; assist EA implementation with the development of segment architectures; support EA governance with an EA governance analysis; support EA practice management with design and content management of the EA Web Site and an Analysis of EA practice maturity.

The T&H team developed a detailed roadmap for the completion of a HUD Enterprise business model. The roadmap process maps strategy, cost, business, investment, data, services, technology, workforce, acquisition, and facilities, with security and performance measurement for HUD lines of business and services. T&H developed and delivered a business modeling process for HUD now adopted as a Department standard for Business and IT modernization. The execution of this modeling process focuses on primary opportunities for achievable performance improvement and builds depth into each of the HUD Federal Enterprise Architecture models while achieving buyin from HUD business and technology stakeholders.

T&H developed an Enterprise Architecture Transition Plan that complements business and IT modernization processes mentioned above. The team has implemented department-wide executive performance milestone monitoring enclosing major dependency integration. T&H analyzed and recommended applications-to-service component and application-to-technology matrices for identification of candidate consolidation, reuse, and refresh opportunities. Applications were mapped to mission areas and business services for matrices.

Annually T&H leads collaborative working sessions to improve CPIC and EA performance and collaboration. The team has identified multiple areas to improve business service and tighten the oversight of HUDs investment and IT portfolios. The EA team created guidance materials for inclusion in the Select Users Guide and led business area one-on-one meetings to improve business case formulation while advancing departmental EA maturity.

Problems Encountered / Corrective Action
T&H faced a situation where we were notified of an upcoming OMB and GAO evaluation of HUD's Enterprise Architecture. T&H placed additional personnel and worked additional hours to ensure that all EA documentation was ready for the evaluation. As a result, HUD was ranked "Green" and cited as the number one EA practice in the Federal Civil Government by OMB in completion, use and results evaluation categories.
