Case Studies: Department of Labor, Office of the Chief Information Officer
General Description of Effort
The Department of Labor (DOL) has adopted Enterprise Architecture as a tool to assist with business and technology transformation. DOL's use of EA ensures that business needs will drive technology acquisitions which, in turn, will be monitored through well-defined and outcome-based performance measures. The goal of the EA is to provide more effective and efficient DOL processes in order to successfully, efficiently, and diligently execute its mission: to foster and promote the welfare of the job seekers, wage earners, and retirees of the United States by improving their working conditions, advancing their opportunities for profitable employment, protecting their retirement and health care benefits, helping employers find workers, strengthening free collective bargaining, and tracking changes in employment, prices, and other national economic measurements. The Department of Labor has already achieved a "Green Status" for its Enterprise Architecture efforts.
Customer Benefits
T&H was retained to support the DOL Chief Architect in maturing the EA program. To help DOL maintain its high assessment and to fully meet legislative guidelines, T&H was retained to analyze independent agency business functions, define the Consolidated Target Enterprise Architecture, Transition Strategy Plan, Segment Architecture Methodology, Standards Management Process, IPv6 Program Management and Communications Plan in order to meet DOL and OMB's EA requirements. A critical component of this Consolidated EA effort will be an EA Value Measurement plan to measure that value the EA contributes to business outcomes, an EA Training and Awareness program that will provide guidance to Agency personnel on how to develop and use EA, and how to meet OMB assessment criteria. T&H is collaboratively working with the DOL organizational components and OCIO Chief Architect to successfully accomplish the goals and objectives of the DOL EA Program and maintain its "Green Status" for its Enterprise Architecture efforts.
