Case Studies: U.S. Department of the Army, PEO EIS

General Description of Effort
Reporting to the Assistant Secretary of the Army for Acquisition, Logistics, and Technology, the Program Executive Office-Executive Information Systems (PEO-EIS) is responsible for developing, acquiring and deploying tactical and non-tactical Information Technology systems and communications, with the goal of assuring victory through information dominance. PEO EIS provides DoD and the Army with network-centric knowledge-based business and combat service support systems and technology solutions. They provide the infrastructure and information management systems that support every soldier, every day. PEO EIS assists with the accession and training of soldiers, tracks the Army's personnel and medical information, provides and maintains war-fighter's equipment, and plans the movement of their supplies and assets.

Customer Benefits
T&H provided guidance and recommendations on improvement efforts across all processes identified by the PEO. T&H was involved in efforts such as assessing existing processes, providing recommendations for standardizing and integrating processes, providing recommendations for supporting automated tool sets, documenting standardized processes, and identifying training requirements associated with implementing standardized processes. We provided guidance and recommendations based on an assessment of how these processes were currently conducted across the organization.

T&H provided functional and efficient program management support with the emphasis upon 1) acquisition and logistics management, 2) support of programs requiring PKI technology with Smart Card Access and issuance, 3) maintenance of databases reflecting commercial off-the-shelf (COTS) material items, developmental items, and anomalies of tailored items if non-standard configurations are used (legacy and beta testing items), 4) compatibility analysis and installation of interfaces, and 5) schedule and install Government-furnished software and hardware upgrades, changes, or replacements in the field. T&H provided support in procurement and tracking of material items fielded and to be fielded, and provided proactive planning necessary for replenishment items and changing PKI technology needs.

T&H provided Civilian Human Resource Acquisition Workforce Personnel Subject Matter Expert and Business, Cost Estimating, Closeout Actions pertaining to Funds, and Financial Management in support of BHRMD, located at Ft. Belvoir, Virginia. T&H also provided SME support to BHRMD. T&H and its prime contractor BearingPoint were responsible for the overall program management of the Civilian Acquisition Workforce Personnel Demonstration (DEMO) Project as it pertains to the requirements outlined in the Federal Register dated 24 March 1998.

T&H performed as the on-site subject matter expert on all matters pertaining to the DEMO: plan, research, develop, and implement all policies, procedures, training, and results of the DEMO. Specific task included: data base development and population, develop and conduct individual and group training, development of guidelines and procedures, conduct Pay Pool Panel meetings, correlation of annual evaluation reports on all workforce members, calculation of pay adjustments, transmission of adjustments to Finance Center, consolidation of personnel annual evaluation reports to personnel files and analysis/historical/cost records on the DEMO.

T&H prepared and provided annual training programs, sponsor's training classes, assisted employees with training documentation/records, develops and maintains workforce development website. T&H tracked funding and related procurement accounts and actions, obligations status (e.g., expenditure, contingent commitment, reclamas, any pertinent transaction to the account), and reviews and analyzes the movement of disbursements/funds through the STANFINS system.

T&H was responsible for the close out of all canceling accounts issued to PEO EIS operating agency (OAST). Additional requirements included monitoring, tracking and reporting negative unliquidated obligations. Fund status is continuously monitored via 218 reports between all activities and excess amounts returned to HQDA, OSD, etc. utilizing PBAS. This includes pulling data from STANFINS, SOMARD's and various DFAS operating locations, DFAS HQs and HQDA. Reports are produced on a timely basis to establish the milestones and actions needed at all management levels with BHRMD.

In support of the Centralized Order Process Support for the PEO-EIS Army Small Computer Program (ACSP) Office in Fort Monmouth, NJ, T&H is providing documentation review, order processing and validation, reporting, and financial program management support. T&H monitors data as reported by various systems, and compares it against DFAS financial systems. The T&H staff is responsible for addressing all issues/problems, plan for system refreshment/updating supporting the migration to a paperless, web-based review process, data collection, and future system planning.
