Case Studies: US Department of Housing and Urban Development HOPE VI
General Description of Effort
The US Department of Housing and Urban Development's (HUD) HOPE VI program manages over $4.2 billion in Federal Housing Grants issued to Public Housing Authorities (PHAs) nationwide. The T&H team was engaged to assist the department in managing, reporting, and analyzing grantee performance, and to improve accountability while leveraging technology to collect, report, and analyze grant performance. T&H is supporting HOPE VI in financial, business process, and technology insertion needs. T&H routinely collects financial data, synthesizes it, and produces information deemed critical to HUD program management.
Customer Benefits
In support of the HOPE VI program, T&H designed, developed, and implemented a Web-based information collection system used nationwide by PHAs in their due diligence efforts. T&H deployed a Web-based closing system used for real-time reporting and management forecasting. The T&H team conducts regular standup and Web-based training to instruct new grantees on HOPE VI requirements or re-train new staff from existing grantee sites. Further, our reporting systems and metrics are now being deployed to help HUD manage their own staff's performance.
T&H is experienced in managing Federal Grant programs and is a vital partner to HUD in the ongoing management of the HOPE VI program. Our findings, reports, and analysis are often utilized by HUD senior management, GAO, OMB, and the US Congress to judge the progress of the program and to hold PHAs accountable to high fiscal standards.
